The concept of "Networking" and the formulation of networks among organizations represent a new and effective launch of civil society. This sector was excluded in the sixties and seventies regarding the process of planning, development and decision making in the majority of the world countries which relied only on the experience of governments and decisions of the ruling elite. Development planning was performed from the peak to the bottom without any actual contribution by the public. Networks or Networking is the system which connects two or more devices using one of telecommunication systems techniques. This is in order to exchange information, resources and data available on the network such as printer or application programs of any type. It also helps in the direct connection among users. Computer Networks Study is generally one of the branches of Communication Sciences. Computers accessed through the same network may be near to each other; i.e. computers are in one room, which is a local network, while networks may consist of devices far from each other; such as networks among cities or even continents. These networks are called “Internet”.
